Is there any software out there (free if possible) that can show all devices on a network and how much internet speed they are using?

Somthing i could run on a domain controller?

Yes you can use a modified router with Yamon installed.

Many router softwares have that built in already. My ASUS router it does.

Read the manual seems like it cant happen  the router here does not have a USB port @SupaKomputa

Do you even have a domain server ?

 

As per others it depends on the router.  Something like Mikrotik can give you live graphs and per-flow live throughput statistics between specific source/destinations.

Only your router knows what speed each device is doing on the Internet, so ultimately any solution has to run there.

AFAIK very few consumer routers do unless you install custom firmware.

yeah annoying,  Not sure if i want to add a custom firmware dont want to break it

Custom firmware is nice, but you REALLY have to choose the router carefully and get something much faster than you think you need as it typically doesn't support the hardware acceleration features that stock firmware uses to handle faster broadband.

Its why I gave up on it and just built a PC with pfSense on it.
