I genuinely wouldn't recommend doing GPU encoding for streaming unless 720p60 at 6000kbps looks fine to you, at least on Twitch.

If plausible (especially if you're streaming on YouTube), try settings the bitrate higher.

I'd jump up to the 1600 for not much more money as the 2 more cores will be a massive help.
