Why is my stream lagging my games?

Keep in mind that you'll have to get a new motherboard. For that reason I'd recommend a Ryzen 2700x instead. Two more cores and four more threads. But yes, you can probably stream most games at those settings with such a build.

Why would I need a new motherboard, the i5-7600k and i7-8700k are the same socket, LGA1151, right?

They gave the same number of pins, but that doesn't mean it's compatible.
