My wifi speed problem

(I have AT&T Internet, DSL im pretty sure)

 

Alright so, lately I have been looking at other ISPs than AT&T, mainly for one reason, the speed. At my house, with about only 1 device using the network, I can get 15 mbps download and 0.92 upload on the speedtest... (however with more devices and people using it, the speeds can go down to around 9 Mbps download) I have been told multiple times that this speed is terrible, and that I should change.. I have seen many other people with spectrum WiFi, or other ISPs that easily get 200-400 Mbps! I am really surprised that either AT&T hasent updated their network in my area yet, or at least hasent considered other options for us than DSL.. Also, whenever someone else uses the network to download or upload a large file, the speeds usually go down HUGELY to almost no connection at all for everyone else and a 1 GB file usually takes about 30 mins-1 hour to download.. So, would you recommend switching ISPs to possibly spectrum or something else? Because I cant deal with this slow internet for much longer, also it costs around ~$70 a month.

70 bucks and 15 mbps? switch right now lol. I have xfinity and I pay for around the same for 70 mbps..

Trust me its planned. Its a lot of work migrating to fiber.

Still a lot of areas where switching is not available.
