Answer I am going with is yes. It's around half half the processor that an i3-8100 is.

Will the G4560 bottlenecks when paired with the gtx 1060 6gb or higher

I think instead of worrying about it bottlenecking, let's worry about how much performance you'll end up with anyway.

The tl;dr answer is yes, you will experience appreciable performance losses in some games. However it depends on how demanding it is on the CPU to begin with.

Yep. It will bottleneck. Get an i3 8100 or a Ryzen 3 2200G. It's a better pair for a 1060.
