Bottleneck or not?

Answer I am going with is yes. It's around half half the processor that an i3-8100 is.

I think instead of worrying about it bottlenecking, let's worry about how much performance you'll end up with anyway.

The tl;dr answer is yes, you will experience appreciable performance losses in some games. However it depends on how demanding it is on the CPU to begin with.
