So i Have a 

1950x Threadripper

32gb DDR4 3200mhz Corsair VENGEANCE 

Samsung 960 Evo Pro m.2 1Tb

EVGA SC Geforce GTX 1070

Entermax Tr4 360mm Cooler

MSI X399 Pro Carbon AC Board(That im Not the happiest with)

A few SSD's for cache and what not 

No over clock just base 

I'm having trouble running premiere on this the playback is EXTREMELY Choppy and it seems like its bottle-necking. iI'm trying to figure out if its the machine or if there is some way for me to optimize Premiere for the Threadripper. Any help with this would be great

Most of this is 4k Footage scaled to 1080p

Try a sequence setting with no scaling. So just set it to 4K and once you are done then export it in 1080p.

Should look into replacing that cooler with the WraithRipper cooler whenever it comes out. People have been reporting corrosion with it.

It might have something to do with your file types going into premiere
