Your friend is wrong.  That 1060 is noticeably weaker, for more money.

the 1060 3gb is worse for more, the 1060 6gb trades blows but will cost more.

  • 7400 is old
  • doesn't need a cooler
  • memory is too fast for that CPU
  • there's no HDD
  • a 4GB 1050Ti will be better than a 3GB 1060
  • that PSU is awful
  • if you're going to game with it don't use a wireless connection, it'll be a pain in the A for you and your teammates

too expensive considering those components

you could go for that 1600 build, it's pretty good balanced and has an 8GB card that's not overpriced, the case looks cool, has a mesh front and plenty of room for fans

ASUS X470-PRO • R7 1700 4GHz • Corsair H110i GT P/P • 2x MSI RX 480 8G • Corsair DP 2x8 @3466 • EVGA 750 G2 • Corsair 730T • Crucial MX500 250GB • WD 4TB

Then come back in 4 month.  Prices change at the drop of a hat.  You can't use old information for computer purchases.
