Do you want to build a pc in October or want to build a pc that lasts until October? If it is the former I would wait and see what is available at that time... Currently there are only rumours.

I want a pc that lasts at least 5years.

Well, there is nothing official about new gen GPU's. So I would build a PC with the best specs that would suit your needs and your budget allows...

CPU: i7-12700KF Grill Plate Edition // MOBO: Asus Z690-PLUS WIFI D4 // RAM: 16GB G.Skill Trident Z 3200MHz CL14

GPU: MSI GTX 1080 FE // PSU: Corsair RM750i // CASE: Thermaltake Core X71 // BOOT: Samsung Evo 960 500GB

STORAGE: WD PC SN530 512GB + Samsung Evo 860 500GB // COOLING: Full custom loop // DISPLAY: LG 34UC89G-B

The rumours say august. I'd wait until september, if nothing is officially known by then just get whatever you want and can afford. Also, a relevant question is what resolution/refresh rate/ you will be gaming at.

you can never guarantee this.

what are you planning on doing with it? if you're gaming, what frame rate and resolution are you wanting to achieve? a GTX1080 will crush all 1080p@60 games for many many years to come but may only be able to run games at 1440p@144hz or 4k@60 for another 1-2 years

1080p gaming, but I cant afford a 1080, maybe a 1070.
