Black screen white frozen cursor

I recently changed my cooler from a air cooler to a all in one water cooler went all well till I tried to boot and can’t get past a black screen and a white frozen cursor have tried reset cmos and taking out ram and still no luck is there something I’m missing ? Any help would be appreciated

Cpu: i7 4820k

cooler: masterliquid 240l rgb

mobo: gigabyte ga-x79-ud3 Rev 1.1

ram: 16 gb g skill ripjawsz

psu: evga supernova nex 750G

gpu: msi 1050ti 

os: Windows 10 64 bit

May be an obvious question but you did remember thermal compound, right?

 

What black screen is it? Can you POST?

Yeah I put mx-2 arctic on. Also I can’t post just freezes when trying
