What old PC games specifically? I've heard of DOSBox & ScummVM (Apps that emulate DOS & Lucas Arts Adventure Games respectively) but I haven't really heard of being able to run a more modern x86-based game like Spore on a phone.

Desktop: HP Z220 Workstation, 12 GB RAM, 2x500 GB HDD RAID0, + GTX 1060 3GB

Laptop: ThinkPad T430, 8 GB RAM, 1x120 GB SSD

I was mainly talking about spore but if it's not possible than that's ok?

Oh no, it's possible. You'll just need the source code from EA, and a lot of development time to completely re-write the code and dumb it down for ARM based platforms.

i find it wizardry that the devs from panic button were able to port games to the switch

Spore isn't that modern. Doom 3 was officially ported to Nvidia Tegra (in Play Store for Tegra devices) and apparently got an unofficial (community supported) general Android port.
