CSGO stuttering when seeing enemy

Hello,

I have this issue for too damn long. Even if an enemy is behind the wall i can feel the game so sluggish and i cna understand if he is close enough to me . All my drivers are updated.I have tried a SH!T ton of tweaks..Take a look at my specs.

Is windows in high performance mode? That fixed some similar problems which i had on cs go.

-high causes instability for me. I manually use high mode from task manager
