Does anyone know how to get youtube to know that a person has received permission from owner to use whole or part of their video for the person's own use?

When you upload it, Youtube may content ID match it saying that your video contains third party content or copyrighted content. You can normally dispute their claim and give evidence that you indeed have permission to use the content.
