FPS Stutter for new build

I'm having an fps issue with overwatch on my new build 

 

 

 

      PC Build 2018
Cpu i7 8700k

GPU Asus Strix ROG 1080

Ram 16 gigs Gskill Ripjaws DDR4

Mobo Asus Maximus x hero

HDD 1tb western digital

SSD 120 gig any

PSU Corsair 750 watt modular

Cpu Cooler corsair h60

Case Corsair Carbide 400c
 

I'm running the game at 144hz medium settings in watching my task manager and my CPU is sitting at around 35% ram at around 40% and then my GPU at 30% 

my frames will just randomly tank not even in team battles or anything big just dips to 20 then back up to about 130 where it floats I can get 144 solid sometimes

Check the nVidia power management setting is on "performance" as I have noticed my GPU suddenly downclock for no obvious reason without that.
