Did you finish the Windows 10 updates before installing anything. That may be the cause.

 

For me I would redo the clean install, then do a update and wait for the final version before doing anything.

 

After the update I install a antivirus. Then I start doing, all the program that i need,

I'm completely caught up with updates, I always let it update before start messing around.

Did you download the latest prog, or were they from backup ? If from backup I would try fresh download. 

I used the windows media creation tool to make a live usb, which I assume downloaded the latest win10 iso

Sorry, I wasn't sure what prog meant. Steam, MSI Afterburner, and my Keyboard LED software all installed just fine, along with programs from the microsoft store (Netflix, Spotify, Telegram Messenger)

Let's try different way maybe:

 

1. Create directory "progs" on "C:\" and give it full rights for everyone (read/write/execute etc.) and try to install programs to this folder.

2. Do you have any special characters in your profile name? Other than letters and numbers?

3. Check permissions in C:\Users\user_name\AppData folder.

4. Uninstall your antivirus (if you're using anything but Defender); not only disable but fully uninstall.

5. Install all VC++ redist, net frameworks etc.

 

and additional question: what tools do you have run in background (tray)? Any special programs that "helps" Windows any way?
