The exact same heat transfer is occurring as long as the block is properly sat on the CPU.

Either a bad cooler (are the fans on it working?), or bad contact which doesn't seem likely since you reseated in 3 times, or something wrong with CPU making it run excessively hot. Not much else it can be. Or a faulty temp sensor. Maybe a dead/dying pump?

If the temp is slowly rising the longer it runs, it could be an issue with the pump on the cooler not moving liquid. If it doesn't move the liquid it gets heat soaked and gets hotter and hotter.

Don’t think it’s the pump bc when I put pressure on the pump it goes down to 39c so it’s prob not seated right is there anything I could do to make it have better contact?

don't use a lot of paste or you'll make it worse and make sure the block is making contact properly (tight screws)

Somethings off. Unless your air flow completely sucks in your case / room temperature is is ridiculous hot then somethings not right. I'd start with re-seating the CPU cooler and using new paste.

You didn't answer the question. It doesn't just shoot right to 50C. You yourself said it gets to 80-85C when gaming. Does it slowly climb to 80C and then stay there? does it slowly rise higher than that? Does it instantly jump to 80C when under load like gaming and then not rise at all?

Yeah sounds like a mounting pressure issue. Just screw down the cooler tighter.

No it doesn’t slowly climb it goes to 80 and jumps around all over

The application is fine. Are the fans spinning and is there a noise from the pump? 

 

I also suggest you try boot the system up with the 8700K NOT on the board, and place a finger on your CPU coolers base. If it gets cold, it works. If not, it's broken and you will have to RMA.

If you put pressure on the pump / CPU block, and the temperature changes by ~10*C, then there is definitely a mounting issue, or error.

Make sure you tighten the screws in a 'X' pattern, a little bit at a time to get even pressure from all 4 corners.
