Hitman 2016 stuttering - Bad optimization?

Is Hitman really this bad optimized or is there something wrong with my PC? I have everything on ultra and I'm usually getting stable 72 FPS (72Hz 1080p VA-monitor) but sometimes I get very annoying stuttering and FPS drops down to 30-50. Stutter usually occurs in crowded areas but sometimes not. For instance I was playing Sapienza episode yesterday and everytime I picked up a cannon ball I got massive FPS drops. GPU usage stays under 90% and CPU usually hovers aroung 30-60%. Temperatures are fine. I have updated drivers and there isn't any problem with other games.

Are you using a ssd?

A 72fps lock might just be out of range, might be better to try 60hz and go for a 60fps lock.
