Limit bandwidth for a program

Hey guys,

im looking for a program that lets me Limit how much internett certian programs can use:)

 

example: i want to watch a youtube video and install a game on steam and i can make steam only use 2000Kb/s.

anyone know some good program i can use?

also it has to be safe, i heard some programs have "hi-jacked" the network card and not letting the user use it or something like that.
