It depends on your budget, You can play alot of games at the 30fps you are looking for with most CPUs.

trust me. when you've played games at less than 10 fps, 20 fps will feel like heaven.

As the guy above said, you'll have to look at used parts and whatnot. Try to find a decent deal on a used PC because it'll have most of what you need and then you can save up for parts in the future or upgrade with a new gpu if you have the money left.

what if I want an AMD processor instead of an Intel one? what AMD cpu would be decent enough for gaming?

an fx 6--- or 8--- or maybe a pheono x6 for used, don't buy any of these new.

Here's something from a reputable store.

 

It has better peripherals, 8gb dual channel RAM (instead of the 4gb from Lazada), and has real warranty. You just have to get yourself a hard drive which costs PHP 2,200 for 1tb. The Lazada one only has 500gb.
