computer processing issue

Over the past 2 days whenever I have tried to watch a video using VLC media player i have run into many problems with the computer buffering (picture freezing and the computer playing catchup creating giant pixel lags) and i was just wondering what the issue could be? it shouldn't be a processing issue where the processor is working overdrive as it still happens when the processor is under less than 20% load
