Ok first day this has ever happened to me and I'm scared I don't know why it's not working but not having access to a PC is pretty detrimental to me so I'm scared at what's happening for anyone willing to help thanks you the specs are 

AMD fix 8350 CPU

AMD r9 3o0 GPU 

one 1 Terabyte Toshiba hard drive along with a 2 tb one 

Msi 970 motherboard 

Thermaltake smart 750m 80 PSU bronze PSU

Anyone willing to help thank you I have a suspicion but I'm not sure.

oooooooo my PC fan is sticking like the blades are scraping the inside and its saying that its overclocked and it failed though it's not overclocked hmmm the plot thickens.

Try changing everything back to normal.  You can do this by shutting the system down, removing the power cord from the machine and then removing the small, nickel sized battery from the motherboard.  Let it sit like this for ten minutes.  While it is sitting, clean the cpu fan.  Find yourself an air compressor with about 120~125 pounds of pressure and blow out the machine.  While blowing it out, hold the fans making sure the blades do not spin.  Give it a good cleaning.

 

Once it is clean and you have checked all the fans to make sure they spin freely, put it back together.  After it is put back together, plug it back in and turn it on.  Everything should be good to go at this point but let us know either way so that if these steps don't take care of the problem we can move on to try and figure out what is.
