For just photoshop this isnt necessary but also good for video edits and renders. The xeon x3440 and a 1060 6gig should give you ability to play almost any game at solid 60fps (likely stay around 70) Also can be found for under 20$, your motherboard to match would be more trouble but not rare in any case.

Look for an old Dell server or workstation. They can be found pretty cheap and have decent hardware.

https://www.ebay.com.au/itm/HP-Z420-Workstation-Xeon-E5-1650-3-50GHz-16GB-ECC-RAM-Quadro-K2000-Win7-OA/282999704938?hash=item41e418cd6a:g:cFEAAOSwtH9bGf2U

That system has a six core, hyperthreaded at 3.2GHz, 16GB ram and a Quadro K2000.

As for the graphics card, a 1060 6GB should be good. Also look for a used 970/980/Ti if you can spend a little more.

This will obviously depend on your definition of "cheap" and the budget that you want to spend on the hardware.

If you don't mind going for used hardware, then you have already received some nice suggestions above. Used Dell workstations are popping up like mushrooms these days, so you should definitely have look at those systems. Most of them are pretty decent, even for today's standards.

If, on the other hand, you're more into buying current gen hardware, then I would suggest going for a Ryzen system instead. Again, depending on the budget that you would like to blow on this: a Ryzen 1600 combined with a GTX 1060 6 GB will give you already very decent performance in content creation, gaming and basically everything else. Add 16 GB of RAM and you're good to go for the next couple of years.
