I have decided that $1000 USD is not sufficient for some things that I want to do and have decided to make my budget $2000 USD. I have compiled a list of parts below. I will not be streaming from this PC.

For $549, you could upgrade to a 1080. I believe 1070 Ti's can be had for much less.

 

It's out of stock right now, but this EVGA ACX 3.0 1080 is 500 on newegg (https://pcpartpicker.com/product/jPX2FT/evga-video-card-08gp46181). Other models can be had for a bit more.

A 1070 Ti comprable to that 1080 is $469 on amazon right now: https://pcpartpicker.com/product/jvwqqs/evga-geforce-gtx-1070-ti-8gb-sc-gaming-acx-30-black-edition-video-card-08g-p4-5671-kr.

 

Also, for rendering and premiere pro, a Ryzen 2700X would be faster (according to anandtech and techspot) and cheaper (if you choose to keep the stock prism RGB cooler, which is pretty good according to benchmarks which I can try and find if you would like me to).
