GPU Hotter than normal

So about last week maybe, playing empyrion at Max settings i was getting about 36C-38C on my EVGA 1070 Hybird

The past few days, on medium settings, my card has been getting upwards of 46-52C

Now i know thats still not hot for the card, but im not OC, the pump seems to be working as i can hear it running, but when i put my hand behind the radiator, it doesnt feel like warm air is going through. The fan is working, and its going at like 90% right now to keep it under 40C, but before i think i had it around 60% and it was keeping it way cooler. Could it be thermal paste? or...something different?

Something could be stuck in the loop, clogging the lines which would not allow heat to dissipate properly.

Possible, but doubtful with a CLC.
