CPU over worked

I dont quite understand what you mean. Loading times of games is determined by the hard drive, not the CPU. If you want faster loading times, upgrade your hard drive to an SSD. In many laptops, you can take out the SATA HDD and swap it out for a SATA 2.5" SSD.

 

The average framerate doesnt really tell you much, that depends on the game and settings. A sign of the CPU being too weak is more that you have good framerate overall, but it gets really choppy in busy scenes or when a game has a lot going on (many characters / explosions / etc. on screen at the same time).

 

If you want higher framerates and relieve the CPU a bit, just decrease the settings in the games you play. Settings that relieve the CPU are: draw distance, density of foliage, shadow quality, etc. Basically anything that decreases the "amount of things" (characters, players, trees, shrubs, etc.) that the CPU has to calculate.

 

Settings that have more impact on the GPU are: resolution, texture quality, Anti Aliasing, etc. Basically anything that just "increases the visual quality".

 

Long story short: I don't think anything is wrong with your laptop. The CPU reaching 100% is normal, and if you want better framerates, the only solution is decreasing the settings in games.

so i have had my laptop for about 1 year 7/8 months i know abit about computers But not alot, 

my laptop is an alien ware 17r3, it has 16gb ram 1tb storage and a gtx1070m how ever the CPu i think is the problem whenever i run games it maxers out the CPU (intel i7-6700HQ @ 2.60Hz) however i havent done anyoverclocking and i have noticed that the Hz reaches 3.50

 

i have reinstalled the OS about 3 times,

does anyone have any advice apart from getting a tower or a newlaptop

That is normal. That is the so-called 'turbo boost' of an Intel CPU. This feature automatically raises the chip's clock speed (and thus performance) when demanding tasks like gaming are running.

 

About overclocking your CPU: Yes and no. I believe the Intel Extreme Utility can be used to OC the chip a little bit (equivelant to a baseclock OC on a desktop), but laptop cooling solutions are usually (barely) sufficient for the stock base/boost speeds only. I can't imagine you'd be able to push any form of decent OC to give you noticeable results while remaining sufficiently cool.

It is normal that the CPU reaches 100% in games. The 3.5 Ghz it reaches is a feature called turbo boost. The standard frequency is 2.6 and it goes up to 3.5 Ghz when it is under heavy load.

 

If you are experiencing bad performance in games,it might be because the CPU is getting a bit older, but even still, the i7 should manage most current games.

 

Are you getting bad framerates in games? You shouldnt worry about the fact that the CPU reaches 100%, that is perfectly normal. It does mean however that your CPU is holding back your GPU from performing to the max. Ideally, in games you would have the GPU at 100% and the CPU at below 100%. Your CPU is probably the limiting factor in this case, which is fine.
