OK i recently upgraded my GPU from an R380 to a gtx1070 and i have the same issue on each, so its either something to do with my display, or how the videos are streamed.

Basicaly, in the darker areas of the screen rather than it beeing smooth shading there are, as best as i can describe, blocks of shade, it can happen in any colour but its more noticable in black.

I do have an old monitor so im thinking it could be that, but would like to know.  Monitor is a Dell UltraSharp 2408WFP in 1200x900.  Games and cutscenes look fine.

Id appreciate any help to get this fixed, i hope im clear in what the issue is.

Open the NVIDIA control-panel by right-clicking the desktop, then go to the Video-subsection, then to "Adjust video colour-settings" or whatever it is in English, set it to use NVIDIA's settings instead of the video-player's settings, then find the setting for dynamic range and set it to full (0-255). Also check your display's settings that it is using 32-bit colour. This should help, but if it doesn't, then there's something else going on in your system.

What's your internet connection like? Are you watching in your browser (if so, which) or in the Netflix app?
