Network Card Not Working Code 10

Intel 7900X

8x 8GB Corsair Value Select DDR4

Asus WS X299 Sage

Corsair AX860i

Asus GTX 1060 6GB (slot 1)

Rosewill 4 port gigabit card (slot 3)

Intel Optane 905P (slot 5)

Samsung 860 Pro (boot drive)

2x 4TB IronWolf Pro

SATA optical drive

 

I cannot get the network card to work. Device manager reports "This device cannot start. (Code 10)". I installed latest drivers from Realtek version 10.27.511.2018. I tested the card in a different system and it works without issue. I tried a different network card in this system and got the same result. I've tried installing the network card in different slots but this results in repeated restarting during boot. 

 

Any ideas?
