RGB fans usually come with multiple RGB LEDs in the mounting case, usually on the sides of the case and that projects the light onto the fans making it seem like the whole fan is lighting up.

 

Generally RGB controllers adjusts the power on each of the three channels (red, green and blue) to create a specific colour mix.
