Laptop with two Windows keys

I'm building a pc and so trying to find a cheap/free way of getting Windows. I downloaded produ key and it found 2 keys one which was called 'Windows 10(bios key) ' And then one just called 'Windows 10 home'. Both had different product keys so is it possible that one of these is not activated and can be activated on a pc build?

Or would both keys be tied to the motherboard?

Idk, One way to find out is to try. Can't hurt.
