Not receiving verification messages

I just got the S9+ a few weeks ago under Rogers.  For whatever reason I don't receive verification texts from some companies (eg. Steam, PC Financial).  However, I can receive texts just fine from friends and family.  Is there some reason to this?

Is your carrier blocking texts from numbers less than 9 digits?

I don't think so, because I was able to receive a verification code from Microsoft and their number was only 6 digits
