GPU Driver issues

If it works in safe mode it must be a Windows issue. You could always try resetting Windows. 

Hey there, I have a RX580 8gb. I updated the driver to 18.5.1 and the display would freeze for a second every like 5 seconds. I went back to 18.2 and the problem was fixed. However, the framerate in my games was much lower than before the bad driver update...I'm not sure what happened, all helps is welcomed. Thanks!

 

Its also worth noting the problem disappears on the old driver AND when in windows safe mode

I would use the program display driver uninstaller to make sure you completely clean your display drivers then reinstall the one you are currently on. It seems to me like the new driver that you installed that caused the freezing didn't completely uninstall correctly when you reverted to the old driver and it is now causing performance issues. If that doesn't work there is always resetting or reinstalling Windows but I usually try and avoid that.
