Windows.old is where Windows stores the old version of the operating system. Sometimes it can be created after upgrading or installing the same operating system twice. Basically, it's for if you want to go back to the previous version of windows that was on your computer. I wouldn't get rid of it unless you need the space, but you can if you do not want to go back to your old version on windows.

Word of advice. If you plan to delete it you won't be able to revert back to it.
