Pick a brand and color you like :) They all perform the same...

Just buy the top tier cooling if you plan to OC a lot otherwise.. pick the color you like and brand you trust

Its Almost always Cooler, then binning (selecting higher clocked GPU chips for more expensive cards). I would get the Best 3 Fan card for the money, Asus Strix Or MSI Trio X, The EVGA Triple fans tend to be nice as well. 

 

EVGA SC tends to run a lot hotter then the FTW triple or the other cards.

 

AVOID ZOTAC this generation, their performance was dissapointing.

cooling is by far the biggest premium you pay on the GPU. even the humble Founders Edition that everyone poo-poos will clock with the best of them with a open loop liquid cooler.
