Usually its from using 32bit OS. But you say you have 64 bit so that shouldnt be the problem. I have seen this before and the issue was bad RAM. All sticks would be recognized in windows and the BIOS, but no matter what, it would only ever show 3.8gb usable until I put a different kit of RAM into the system. Try populating the other 2 ram slots and see if it shows up properly.

Did you follow your motherboard's manual to determine which sticks go where?

One of the sticks is being marked as hardware reserved. This could be a fault RAM slot or module. 

 

I'd advise removing one of the sticks and booting the system. If it works, move that stick to the other slot and boot again. Then switch in the other stick and try it in both slots. If both fail to boot in one of the slots, you've likely got a faulty RAM slot. If one stick fails to boot in both slots, you've likely got a faulty RAM module. 

 

If both work in both slots, you could try updating the BIOS.

How usable number changes when only one RAM stick is installed ?

i dont really get what u want know pls clarify 

and i have checked both ram modules one at a time and in both slots both of them show the same result usable ram 2 gb out of 4 gb

Check pins in CPU socket, increase IMC voltage.

What exact RAM are you using ?

Can you screenshot "SPD" tab from CPU-z ?

ddr3 1600 mhz ram which is dowgraded to 1333 becuz of my motherboard 

i dont get what do u mean by cpu pins

What BIOS version are you using ?
(CPU-z "Mainboard" tab - it's "Fx" value, where "x" is a number from 1 to 10)

Newest BIOS is F10 : LINK.
It improves compatibility with your CPU. 
It's worth updating to checking if it changes anything.
Also, check in "msconfig" (run command), if you have a check box "maximum memory" active (it's in advanced settings, under "Boot" tab). It has to be greyed-iout.
If it's not, uncheck, save changes, and restart your PC.
