Netbook Issues

Hello I have recently been give the task of fixing my siters netbook, the only issue is I can't find the problem. It is dead but when plugging the charger in it seems to not charge. I attempted to use another charger and the device still won't charge.

I don't know where to go from here, the netbook is an acer aspire ES1-123.

Should I just take it to a laptop repaire shop?

Normally this is a bad battery or charger on the board. I personally wouldn't bother repairing it if its out of warranty, as a new system is about the same cost many times.
