Something along these lines would be a great place to start: https://pcpartpicker.com/b/4jbXsY . I would definitely swap out the HDD for an SSD to put your OS on tho. Or if you go here: https://pcpartpicker.com/builds/#period=1m&X=75000,81000 I have adjusted the search to be for recent builds and around your price range. You can go through a couple of these and get an idea of what you can afford, there are some decent options on there.

Main Rig: cpu: Intel 6600k OC @ 4.5Ghz; gpu: Gigabyte Gaming OC RTX 2080 (OC'd); mb: Gigabyte GA-Z170X-UD3; ram: 16 GB (2x8GB) 3000 G.Skill Ripjaws V; psu: EVGA 650BQ; storage: 500GB Samsung 850 evo, 2TB WD Black; case: Cooler Master HAF 912; cooling: Cooler Master Hyper 212 Evo, Lots of fans, Air!; display: 4k Samsung 42" TV, Asus MX259H 1080p audio: Schiit Audio Magni Amp w/ Audio Technica M50x

This represents something that pretty spot on for games today but I also thought about the future a little so the motherboard has good enough VRM to support a i5 8400 and using 1 x 8gb instead of 2 x 4gb ram sticks leaves room to grow.

Yes, that Motherboard would definitely be good enough for future upgrades. It is a micro ATX board, which means it is very small so you will be limited on expansion slots, but it will get the job done and last you awhile if your not worried about additional PCI slots. Personally, if you are looking to have the ability for future upgrades, the Motherboard is the most import part to start with. If they are compatible with the 8000 series intel cpus, you will have room to upgrade all the way to the i7 8700k. Either way, ALWAYS look at reviews of whatever parts you are about to buy just to make sure there are no major issues with them, and you can build your PC on pcpartpicker.com to make sure all the parts are compatible.

Go for the B350 if you are going AMD for the CPU as the B350 allows overclocking and the A320 does not.

My only concern would be with having the new 2000 series Ryzen CPU, the motherboard my not be compatible without a BIOS update (if it doesn't have the supported BIOS already installed from the factory), which could cause issues until you can get the BIOS updated, which requires an older CPU installed first. https://support.amd.com/en-us/kb-articles/Pages/2Gen-Ryzen-AM4-System-Bootup.aspx But to avoid these issues, you can either save a few $$ and get a 1000 series Ryzen, which are still good, may even be able to get a more powerful 1000 series CPU, OR look at a different Motherboard with the X470 chipset which supports the 2000 series Ryzen out of the box, although might be a little more $$.

Other then that, it all looks good. May want to look into an SSD for your boot drive for windows, or replace the HDD with an SSD altogether, that is a HUGE factor in boot up and load times.

you're only losing a couple pci-e connectors that you wouldn't use anyways, no point wasting money on it.
