Powerline is probably your best option, if you don't want to route cables. WiFi would work aswell, but I have had bad experiences with using range extenders with servers

You plug a powerline adapter into the electrical circuitry of your house, and essentally you are using the electrical wires as a ethernet cable.

And as always there is a video about it.

The reason he says that in the video is because the plugs a different in North America, then they are in the UK and Europe.

What will you be using the server for? Range extenders can be bad at handling large amounts of traffic. It also needs a good connection where you put it, or else it will not work probebly.

If neither of this is a problem, then you can use WiFI.

Edit: You could also put up a second WiFi router, but you would rely on putting a cable to it though.

the server will be used for data storage and some household stuff so nothing to existing. Well I have bad internet as it is we normally get about 100ping 3.2 down and 0.8 up so the connection is relatively okay I have a cheep Pentium 4 up there with a wifi card in it and it working soooo. and I cant have cables running round the house as it isn't my house :( so wifi is looking the better option to me.
