I'm planning on building a PC to dedicate to streaming, before I just attach the list I'd like to add that I already own the memory, the hard drive (with windows on it), and possibly a GTX 750 (if not I can buy a cheap gpu of the same nature) and I do plan to buy a capture card with it. The build is going to come up to somewhere between $300 and $400 if I plan accordingly, so far the only part that won't change to meet my price requirements is the CPU. Do you think I have a solid parts list, and will this CPU be enough to last a while in a streaming build? I could consider moving up to an FX-8350.

sell off the old ram and gtx 750, and get a 2400G with an 8gb 3000mhz kit.

I concur. Get a mobo that supports ryzen.

I think the FX 6300 would be fine with the x264 Medium preset, but I'd honestly do what @Herman Mcpootis said. The FX-6300 is technically a 3-core CPU, so you might get less performance compared to a Ryzen 5 2400G (which has an integrated GPU as well).

I'm still on an i5, even if I was on an i7 or a good AMD cpu, I wouldn't want streaming taking away from performance.

You can just use your GPU to stream though, either through the software from your drivers, or using OBS and just switching it to your GPU.
You also don't need to buy windows, you can just use the microsoft media creation tool to install it without a key
