Use VLC network streaming while on cellular data

Update & close:

Seems the share function of my router died. Neither the ftp nor http access to the drive works. Plugged directly into a PC, drive works great.

 

Moving forward, got myself an OTG cable. Along with the HDD's own cable means I can directly connect to it. 

Intro: I work a kiosk with no WiFi in range. It's boring. I setup a Netgear router with a USB HDD full of my movies to watch. It's using Netgear's built in Ready Share function. 

VLC seems the best option to stream with.

And it works - as long as I turn off the mobile data on my phone. 

With data on, VLC sees the network, but can't see the ready Share folder. 

Since the router's WiFi has no internet behind it, Android defaults back to cellular for it's DHCP & I think this is the core off my problem. 

Anyone know s seeing with Android or Netgear where I can stream from the local (non-internet) WiFi, while still maintaining a cellular data connection?
