Keyboard shortcuts not working

when i press CTRL+C it types C when i type CTRL+V it types V. I have a usb keyboard plugged into my laptop, i've tried to uninstall the drivers and reboot, but it still doesn't work.

the laptops keys do work but the usb keyboard im using for my laptop is not letting me use shortcuts

however, right control works with the shortcuts just not left control. Which is a huge pain in the butt

when i press left control both left and right control come up

When you press left ctrl on your usb keyboard?

In which case the shortcuts should work, no idea why they don't.
