Looks like some sort of underlcoking on your CPU is causing the problem. Do you actually have the i5 8400 in your system?

Your performance with a 8400 is worse than 74% of other 8400s, same with the 1060, probably because every other one was more adequately cooled or higher clocked.  You're not going to find an accurate bench with userbench, it's just a fun little comparison thing, overclock your gpu and make sure your cpu has enough cooling, but otherwise you're fine.

Only wrong thing is the CPU. People might OC their GPU and test with empty storage drives, so they perform better.

 

Start AIDA64 CPU and cache stress test at the same time, and check the CPU's frequency and temperature. It seems that it's not reaching it's 3.8GHz all core turbo clock here.

Yeah but like everything (e.g. cpu cooler, ram, case, power supply, etc.)

 

Both your gpu and cpu (especially Cpu) are way below average so it's possible you have an airflow issue

Could you check temperature while stress testing or just running the userbenchmark test for CPU and GPU? I want to make sure it's not thermal throttling.

 

Also, if you ever get some cash I suggest getting a new PSU since that isn't exactly a great psu...

ohhhh I see what you're saying my bad. I was looking at current temp not max .

 

Those temps are fine, and your clock speeds also look ok. Is anything hogging up the CPU? You could check with task manager.

TBH maybe it's just margin of error. 7% is a little bit higher than normal (for me at idle I have around 2-4 % CPU usage on a stock 6700k) but you might just have lots of background tasks. Coupled with the fact that your CPU is boosting to 3.6 instead of it's max all core turbo (which is 3.8... it is admittedly strange though that it's not boosting any higher, though I'm not 100% sure as to why) it wouldn't be too unreasonable to be getting the score you're getting.

 

As for GPU, it's 2-3% slower than average. I don't think that's a huge deal .

 

I don't personally like userbenchmark as much since it also incorporates stuff like MCT, faster RAM, etc. into the average results whereas you can't enable MCT and your RAM is at 2666. If you want, you could try running something like cinebench r15 and see what score it spits out. Something around 900 should be pretty reasonable for an 8400

If you don't want to spend too much Corsair CX/CXM grey sticker psus are ok. Cooler master masterwatt (not masterwatt lite) is also OK. If you want to go higher end seasonic focus plus gold, evga g2, and corsair rmx/RMi are all good options. Depending on where you are super flower leadex/leadex ii might also be available.
