Good 4k60hz display and usb 3.1?

So I have my monitor set up 25ft from my tower (no I am not interested in changing my setup) and I am thinking about upgrading to a 4k 60hz monitor and was wondering if I could just use usb 3.1 into a hub and then have hdmi and a few usb ports next to my display for my monitor and usb devices (keyboard, mouse, phone, headphones, ect)? I heard that usb 3.1 can handle 4k but I haven't seen anyone mention if that is 4k@60hz or just 4k@30hz.

Next up I was wondering what 4k60hz monitor I should get. My current monitor is 24" diagonally (26" counting the bezel) and I wouldn't want to go any bigger than that. Other than that I'm just looking for ok speakers, >5ms response time, and a good quality panel. Preferably under $600. Also I have a nvidia gpu but I'm not sure if I'm interested in freesync or gsync.
