Hello.

 

I have recently reinstalled windows because of some unrelated problems, but after reinstalling I have experienced that my CPU clock speed is constantly stuck at around 4000 mhz, and on high perfomance battery mode = 4.300mhz. This is consuming unnessecary power, and keeping my CPU around 60degrees. (Not that it matters)

 

My task manager claims my pc is running at 100% ultilization at all times, under any load really. 

 

I have checked the BIOS, and I cannot seem to find anything out of the ordinary. I have not overclocked anything through it, only have sidestep and turbo boost enabled.

 

My specs are the following:

  • Asus Strix GTX 1080 TI OC
  • Intel cCore i7-7820x
  • MSI 299x Tomahawk
  • INTEL SSD 500GB x3 RAID
  • NZXT Kraken x62
  • Seasonic Plat 860watt 80 Plus
  • Corsair DDR4 Vengeance DDR4 32GB

Anyone have any idea why intel wont fluncuate my clock speed? I simply cannot understand it.

you should probably check Task Manager why there's 100% usage, instead of checking BIOS.

There's no specific program that keeps everything under load, it changes inbetween them. That's why I'm clueless as to what the hell is going on.

What does task manager show as utilizing 100% of your cpu?

 

Also on your power mode, whats your processor minimum state set to?

Power options > edit plan settings > change advanced power settings > processor power management > minimum processor state.

I'd imagine its set to 100 or close to? thats the default setting for it, which if you've done a fresh install it'll be set to. That's why the clock speed is always so high.

Yeah I've tried looking into that as well, but I for some reason don't have the option to change that setting. It's not present for me.

Try switching from balanced to high performance and see if it'll let you change it then(it will) and it should drop your clock speed.

Switching to high perfomance boosts my clock to 4.3 ghz, and then keeps it there.

Open CMD and type

powercfg -attributes SUB_PROCESSOR 893dee8e-2bef-41e0-89c6-b55d0929964c -ATTRIB_HIDE

 

See if that gives you the option back.

It's not a race to the bottom.
