no decent quality 350W PSU in this day and age

I agree there aren't many, but companies have been getting better about this and making more decent lower end PSUs. That doesn't relate to the calculator's utility or lack thereof, though. However, it may even be a barrier to generate under 400 watts at gold efficiency. They could definitely develop better warranty programs, though. Corsair does sell a VS350w, but it's not great by any means. Just standard 80+, and not very common.

Ok, I'm not in Europe, so I haven't concerned myself with this.

The difference between two PSU of the same series also can be 1 or two per cent....

Everything is marginal with power usage because it's concerned with years of usage. I know it's not much, but my main point is simply that it doesn't hurt to be over 50-150 watts (Depending on percentage, i.e. 800w is probably fine for a system that draws about 650 normally, because 650 might cut close).

Here in Germany those 650-700W PSU are about the same price as a Bitfenix Formula 450W...

I mean, that's just people's poor comparison shopping skills. I only got a 650w because i got super tight voltage control, a 10 year warranty, and a relatively small unit from EVGA's G1+ line to fit in a small mid-tower basement next to a HDD cage. Obviously PSUs are more than wattage. I could've done with a lower supply just fine, probably. I'm only running a Ryzen 5 1600 and I plan to run a next gen 1170. I just don't ever want to have to buy a power supply until this one breaks.
