I recently stumbled upon a Founders Edition Nvidia gtx 1070 8gb for $399. Is that a good price ? Keep in mind i am looking for parts for my first pc and i want to get a 1060 or 1070

It's a pretty good price. If you google "gtx 1070 founder's msrp" It's exactly $399.

They are brand new. I shouldve mentioned that in my first post

Honestlyu founder edition cards are pretty terrible at cooling ( the gpu themselves are fine, just the cooler used) so if you can look around to find one with a decent Board partner cooler you will be much better off

they aren't bad. there are blower style cards from board partners that are worse. get something with a dual or tripple fan card. things like MSI's gaming X or ASUS's rog strix

it's a blower style fan, meant to be watercooled or for like mini-itx bulds. but you could use it for a normal case but it will run above the 80's

Blower cards are the same if not worse as they are the same or cheaper cooler, the statement stays the same :P I did say a decent board partner cooling! Also id reccomend the MSI one over the ASUS one, the asus one is going to cost quite more usually

So the founder's edition Graphics cards are blower style, meaning they are fully enclosed except for a fan at the front, and a hole for the hot air to exhaust in the back.
This is great if you have a small computer case and if you don't want to heat up your CPU, however, this means it's harder to cool the GPU, so it will run hotter.

An open air cooler such as this: https://www.amazon.com/EVGA-GeForce-GAMING-Support-08G-P4-5173-KR/dp/B01KVZBNY0/ref=sr_1_1?ie=UTF8&qid=1527113037&sr=8-1&keywords=gtx+1070

Isn't fully enclosed, which means the heat will be dissipated into your PC case. Now, if you have a PC case that is large, has good airflow (lots of fans), or both, then this won't matter.
The open air design cards also run much cooler in terms of temps, so their will get slightly better performance and they can overclock higher than the reference (Founders) cards.
