there is one program that is suspicious but it wont let me uninstall it

Then it's probably the virus. What's the name of the program?

You can also try manually deleting the program in file explorer and if it doesn't let you, use this: https://winaero.com/download.php?view.16

I've used TakeOwnershipEX in the past to get rid of viruses and it works great.

You could also probably uninstall them in safe mode.

Hold shift and hit restart to get to the screen that gives access to safe mode.

Then I believe you just hit the bottom right option until you get to the startup options if my memory serves me correctly. That's for windows 10 anyways.

It wouldn't hurt to download Ccleaner as well to clean your browsers with and fix any problems that might have been created in the registry.
