Here is the scenario-

I have a system with both a 7970 and Vega FE installed.

The FE is running on -

Radeon Settings Version - 2017.1217.1452.26725
Driver Packaging Version - Not Available
Provider - Advanced Micro Devices, Inc.
2D Driver Version - 8.1.1.1634
Direct3D® Version - 9.14.10.01316
OpenGL® Version - 6.14.10.13506
OpenCL™ Version - 23.20.15007.1005
AMD Audio Driver Version - 10.0.1.6
Vulkan™ Driver Version - 2.0.1
Vulkan™ API Version - 1.0.65

 

Everything is fine there.

 

The 7970 is showing up as a Microsoft Basic Display Adapter.  It doesn't show up in Wattman or as an option in the Radeon Driver.  I believe the driver for the FE that provides Wattman is exclusively for the FE and can't be used by any other card.  When I use Afterburner, GPUZ or Sapphire Trixx it shows up as the Display Adapter and won't let you tune or make adjustments to it.

Lastly, it won't let you use it for BOINC or anything else.  The system won't recognize it as a GPU.

 

Can you install multiple drivers, one for each card?  Is there a way to make the system recognize both cards without losing Wattman?  Trix and Afterburner won't let me change the fan profile of the FE, so I need wattman.
