Is it an Asus exclusive feature ? is it available on h and b series motherboards?

It's vendor specific, so MCE is Asus specific but other vendors have basically the same functions but with a different name. I don't think they're common on budget chipsets, but I'm not sure. Easy way to check though, find the manual for the boards you are looking at and search for MCE or similar features.
