since the latest update on Windows 10, my laptop has a very weird and annoying problem. 

 

whenever I unplug it the max speed it goes to is the base speed, 1.9 ghz. not the turbo speed of 2.9ghz. 

even if I set the slider in the taskbar to maximum performance. 

 

the cpu is set to max speed 100% and active cooling in advanced power plan settings.

If your system is too warm/hot, your CPU will NOT turbo boost at all. You want it to be Balance (with the default CPU max and min), and you want the system that slider to be 1 step before the max on most, if not all, decent laptops. The system should Turbo boost when you have load, and the temperatures are fine.

 

A common culprit is the option "Let Cortana respond to "Hey Cortana"" is enabled. It uses the CPU constantly to analyses the voice to detect the command, and prevents some systems from turbo boosting as a result. Make sure that option is disabled. Look for anything that is probably running on the back and could be doing things, and disable it as well.

 

If that doesn't do it:

  1. Check your temperature, make sure everything is nice and cool
  2. Make sure you have the latest BIOS/UEFI of your system
  3. Make sure you have the latest drivers for all your hardware, and nothing got uninstalled (or used generic) after the upgrade. I am thinking you need to re-install your Intel chipset drivers.
  4. Check your UEFI/ BIOS options to see if there is a performance option that isn't set correctly

@GoodBytes the issue is that it doesn't boost ONLY if it's unplugged from the charger. if i plug it back in it instantly boosts up again. 

 

temperatures are fine, usually between 45 and 65 degrees (just reapplied thermal paste) and it only goes to 70 degrees when something intensive is running for a long time. but i'm talking about stuff like loading websites where the speed difference is noticable, but the temperatures stay low. 

 

there are no incorrect settings in the bios as far as i can see. 

 

EDIT: degrees are in Celsius, just to make that clear.

So in your active power plan, under Processor Power Management, you have maximum processor state set to 100% for "On battery"?

yep. the only difference witht hat screenshot and my settings is minimuim state for plugged in is 5%.
