My current pc had an i3-6100 with 8gb memory. Today I ordered an i3-8100 with the b360m motherboard. Once I swap everything out and boot it up would I have to pay for windows 10 again and reinstall the OS from scratch

The windows key is stored on the HDD, and you should always keep it handy since it will allow you to have windows 10 installed on any 1 pc at a time. so no you should not have to pay for a new windows key.

So once I plug everything up I won’t have to make a windows 10 bootable via USB and reinstall and everything will be left just like it is now with my current build

If you are using the same HDD or SSD all you should need to do is install new drivers, and setup the new settings for your hardware, windows 10 should run right off the bat.

no, you see the operational system is stored in the hard drive, not the cpu/motherbiard, so there is no need, also i reccomend to go to control panel and look for ur product key in case you must format your pc (unless its running off an m.2, in that case you just have to take it off the motherboard, but this is highly unlikely based on your specs

good luck with that one, i had to buy new. tried everything. You might not be able to activate.

It depends, what version you currently have there are many different scenarios, If your windows was 7/8.1 or blubb and you upgraded to win10, yea youll have to buy again. If you have win10 retail 50/50. Have tried everything, never worked, friends experienced the same thing after upgrading. But luckily win10 is cheap. you can get it for ~17€

nope, just plug the hdd back in and youre ready to go, no drivers, no nothing, cpu replacement is the 2nd easiest thing to do aside from adding ram

No. The motherboard is also being replaced, which is the hardest part a Windows installation would have to deal with when finding drivers. Windows 10 should be able to handle the move, but I always recommend a fresh installation when upgrading your motherboard. You never know what issues could come down the line later.
