Desktop and taskbar keep on resetting,

Quite recently my computer has been acting a bit strange, I noticed that my desktop would turn gray, and not just the wallpaper, the whole desktop icons and all. This also affected my taskbar, it would reset itself every minute or so then it would go back to normal. I would know it about to happen because my cursor would change as if I was opening a new application. I think it might have something to do with explorer.exe because it closes it when it resets itself. Also, this came up in the task manager in the details section of it.

Also, I tried deleting explorer.exe and re-running it from the task manager, still the same problem.
